Hi,

VOoM is a plugin for Vim that emulates a two-pane outliner:

http://vim-voom.github.com/

The most recent version has support for txt2tags. Command
:Voom txt2tags
creates outline from txt2tags section titles. Both numbered and
non-numbered titles are recognized. Verbatim, Raw, and Tagged areas
are ignored.

I've finally tested Voom. It's working great with txt2tags, thank you.
